Since each state was allowed to decide wether they should legalize sports betting, Connecticut has found itself in a deadlock between various parties wanting a cut of a potentially lucrative market.

There was an initial push for an integrity fee from the major sports leagues. However, Connecticut lawmakers have been steadfast in their refusal of such a fee and now that many other states have avoided one, it looks incredibly unlikely that this will be introduced to a potential bill.

The existing tribal casinos understandably want a slice of the pie considering they sign an exclusive casino games deal with state many years ago and contribute $250 million to the state of Connecticut in annual slot payments.

It looks like the state will allow the tribal casinos to have some form of exclusivity to the sports betting market, but then other factors will still need to be considered, such as, which technology gaming company will the casinos partner with to provide mobile technology. The state lottery has also suggested that they agree a partnership deal with the tribal casinos.
